To enter French quotation marks, also known as «guillemets» or «chevrons», you don't have to laboriously look them up in character tables or memorize cryptic character codes.

The text expander software PhraseExpress can also be used to easily type such guillemets:

1. Create a new phrase with the content » (you can actually copy & paste it from here)
2. Use the autotext >> (two "greater than" characters).
3. Optionally, consider to select the autotext option "Insert after manual confirmation".
4. Proceed in the same way with the inverted character «.

If you now enter two "greater than" characters in any application and accept the suggestion by pressing the TAB key, you will get the desired French quotation marks.
